Sky Sport Italia journalist Gianluca Di Marzio claims the Giallorossi have managed to haggle the asking price down after continuous negotiations with Manchester United.
Roma brought Smalling on a paid loan ahead of 2019-20 with an option to buy the player for €20m this summer.
But Di Marzio reports Roma have managed to get a discount and will sign the 30-year-old on another paid loan with an obligation to buy for €12m next summer.
